Mandate

West African Charity Support Foundation (WACSF) is a technical body that specialises in implementation placed under the aegis of the Commissioner responsible for Industrialization, Agriculture, SME, the Environment and Water Resources. West African Charity Support Foundation (WACSF) work towards improving living conditions in West African countries and considers the Millennium Development Goals as the overarching framework for collective action. West African Charity Support Foundation (WACSF) believes that a competitive and environmentally sustainable industry plays a crucial role in accelerating economic growth, thereby reducing poverty and helping to achieve the MDGs. West African Charity Support Foundation (WACSF) focuses on three thematic areas:

1. Poverty reduction through productive activities
2. Trade capacity building
3. Environment and energy

In light of the purpose of West African Charity Support Foundation (WACSF), which is to promote Industrialization as well as regional integration in West Africa, and the objectives of the industrial investment programmes (national and regional), the mandate assigned to the Regional Agency for Industrial Development is to ensure the technical implementation of the regional investment programmes and plans contributing to making the MOF TOGO industrial development policy operational by calling on the regional institutions, bodies and actors with recognised competencies.

Implementing the investment programmes requires the creation of sufficiently well-equipped and accountable governance institutions in an institutional landscape marked by the duplication of bodies and activities. With this in mind, the Agency is the technical institution through which MOF TOGO can fully assume its sovereign role in accompanying the regional actors and institutions in the field of cooperation in implementing the investment plans. As such, the Agency is directly responsible for executing the actions in the field, negotiating contracts with the technical institutions and all other actors demonstrating recognised competencies.
